LGS 101 introduces students to the concept, purpose, structure, and practice of local government as a tier of government in Nigeria. The course examines how local government systems evolved, how local councils are organised and administered, and how they deliver public services at the grassroots. Students are guided through the legal–institutional foundations of local government, key administrative processes (planning, staffing, budgeting, and service delivery), and the relationships between local government and other levels of government. The course also introduces comparative perspectives on local government models and the major reforms that shaped Nigeria’s modern local government system, building a practical understanding of local governance and administration in line with National Board for Technical Education (NBTE) curriculum expectations.
PAD 122 introduces students to the core ideas, approaches, and strategies used in community development, with emphasis on how communities are mobilised for self-development. Learners examine what “community” and “community development” mean in practice, why community development matters for national development, and how organised community action can deliver socio-economic improvements.
